Project Summary:  The purpose of the PEPFAR/NPI Grantee Capacity Building Program is to work with Round Three NPI grantees in collaboration with US Government (USG) PEPFAR teams to (1) strengthen partners capacity to administer their PEPFAR agreements in accordance with USG and Agency policies and procedures, (2) improve the quality of services provided, and (3) develop indigenous capacity to address HIV/AIDS to promote the sustainability of host nations’ efforts.
 
Position Summary:  The Round 3 Coordinator (based in Pretoria, South Africa) will oversee the NPI Round 3 program world wide (Africa, Vietnam and Haiti) which includes client liaison, office management, coordination with HQ and Round 1 technical assistance, and provision of technical assistance and training support to PEPFAR/NPI grantees in an array of technical areas including organizational development, monitoring and evaluation, financial management and grant compliance, USG government regulation and agreement adherence, and HIV/AIDS technical areas including PEFPAR. S/he will take a lead in managing technical experts, reporting and interactions with local client representatives, budget monitoring, and assisting round 3 Grantee in carrying out the activity scope outlined in their approved NPI agreement.

Work will commence with organizational assessments using tools provided by USAID and will lead to the subsequent development of a tailored TA and support plan, aligned to assessment results and proposed needs as defined both by the partner and USAID.

 
Essential Job Functions:   • Serve as primary liaison with NPI/ AED home office staff and other AED field project staff such as CAP.
• Serve as principal point of contact for all NPI Round 3 grantees.
• Coordinate with the USG team in country.
• Support grantees in understanding PEPFAR processes, including those for COP submission and monitoring and evaluation.
• Establishment and management of key office functions including team management and financial oversight.
• Ensure staff adherence to agreement terms and troubleshooting as required.
• Lead 3rd round grantee assessments and analysis of results in Southern Africa.
• Development of TA and training plan based on assessments.
• Providing targeted technical assistance either directly or though the identification, recruitment and placement of project staff from the regional office or skilled consultants or firms to support activities.
• Developing training materials and providing generalized institutional development training to all eligible partners.
• Serve as key oversight and point of reference for Field Liaisons.
• Coordinate with Field Liaisons and Southern Africa Regional Office to ensure collaboration and sharing of lessons and tools to enhance the round 3 Grantees.
• Monitor and document the progress of grantees.

Education:   Masters in one of the following or related fields: International Development, Public Health and Other Job-related Field required.
 
Experience:   8 year(s) of relevant experience required

Specific Knowledge Requirements:
• Masters degree in International Development, public health, NGO Management or related field.
• Eight years of experience working in HIV/AIDS and civil society, including institutional capacity training.
• Strong management skills and skills in financial review/oversight.
• Knowledge and experience with local partner capacity building.
• Experience in office and team management of donor funded activities.
• Experience in training programs and familiarity with institutional strengthening tools.
• Experience with HIV/AIDS issues including the key NPI focus areas of prevention, care and support and orphans and vulnerable children.

 
Special Requirements:   This job will require a criminal background check.
 
Skills:   • Strong written and vebal communication skills.
• Ability to work effectively in a highly collaborative team environmen.
• Strong interpersonal skills needed to work with a variety of parties, including donor, Activity Manager(s), consultants, and to represent AED effectively.
• Excellent organizational skills with an emphasis on being thorough, detail-oriented, with the ability to multi-task and work under tight timelines
