| Project Summary: | The Academy for Educational Development (AED)’s American Indian/Alaska Native Head Start Training and Technical Assistance (T/TA) System for Region 11 manages the provision of training and technical assistance to American Indian/Alaska Native Head Start/Early Head Start programs in 26 states. This project develops, implements, and manages services that provide comprehensive technical assistance to all grantees in support of full compliance with Head Start Program Performance Standards, and applicable federal regulations. |
| Position Summary: | The Infant/Toddler Content Specialist serves as a resource to the Head Start Regional Office staff, the American Indian and Alaska Native Technical Assistance Network (AIAN-TAN) and grantees in all areas of infant and toddler content specific responsibilities to include. |
| Essential Job Functions: | 1. Providing training and technical assistance to
grantees in all areas of infant and toddler content based on grantee needs
identified through the national Office of Head Start's Risk Management
process, monitoring reviews, Program Information Report (PIR) data, from
grantees directly and from the needs assessment conducted by Grantee
Performance Support Specialist (GPSS); 2. Assisting grantees with deficiencies related to infants and toddlers to ensure that Quality Improvement Plans are implemented and identified deficiencies addressed; 3. Providing training and technical assistance that promote practices that support, encourage, and respect parent/child attachment in all Head Start and Early Head Start programs serving infants and toddlers; 4. Communicating State licensing child care standards related to program option implementation to grantee staff, Grantee Performance Support Specialists, and American Indian-Alaska Native Program Branch staff; 5. Supporting American Indian-Alaska Native Program Branch and the Office of Head Start priorities related to infants and toddlers; 6. Provide expert information and evidence-based practice techniques related to infants and toddlers; 7. Coordinating or collaborating with American Indian-Alaska Native Program Branch staff, Grantee Performance Support Specialists, and, as applicable, with Head Start State Collaboration Offices and Head Start Training/Technical Assistance State-Based Offices, to provide expertise on topics related to quality infant and toddler program practices; 8. In coordination with the Early Head Start National Resource Center, provide input into developing and maintaining a consultant directory of individuals who are available to American Indian-Alaska Native programs as consultants, and encouraging registration of qualified consultants to the Head Start Early Childhood Learning and Knowledge Center’s Consultant Directory; 9. Providing training and technical assistance to support new grantee efforts during Head Start and Early Head Start American Indian-Alaska Native program start-up activities, and responding to the special needs of these grantees; 10. Supporting linkages and partnerships that relate to American Indian-Alaska Native Head Start program integration, such as Part B, Part C, State Child Care agencies, and institutions of higher learning; and 11. Participating in the annual Early Head Start Birth-to-Three Institute, an Early Head Start/National Resource Center (EHS/NRC) event, for broad coordination between American Indian-Alaska Native Head Start and Early Head Start and other providers of infant/toddler services.

| Education: | Masters in one of the following or related fields: Early Childhood required or equivalent combination of education and work experience. |
| Experience: | 10 year(s) of relevant experience required
Specific Knowledge Requirements: Comprehensive knowledge of early childhood development best practices, current research and more specifically infant/toddler research and best practices. Ability to work with culturally and linguistically relevant research, materials and best practices required of AIAN programs and families. Knowledge of characteristics of family-centered early childhood programs. Comprehensive knowledge of the National OHS Risk Management System, it’s applicability to AIAN grantees, the OHS monitoring system and all requirements in the Head Start Act relevant to training and technical assistance. Ability to analyze, review and develop reports on program data sources such as Program Information Reports (PIR), Community and Self Assessments and child outcomes. Comprehensive knowledge in all areas of infant/toddler development to include parent/child relationships, bonding, attachment, separation and all early developmental stages to include social emotional development. Experience in providing AIAN grantees training and coordinating with Part B, Part C, State Child Care agencies, and institutions of higher learning. Ability to collaborate, coordinate and align best practice technical assistance approaches for infant toddler services provided by AIAN programs. |

Ability to locate and select appropriate methodologies, guidelines and procedures for performing the work. Able to work well with individuals and groups outside the Center of
Early Care and Education. Must be skilled in ability to manage multiple tasks, coordinate activities in multiple locations, set priorities, and meet deadlines. Demonstrated ability to work independently. |
