Project Summary:  The USAID-funded A2Z Micronutrient and Child Blindness Project aims to: 1) address micronutrient deficiencies by providing technical assistance to strengthen country and regional programs; 2) enhance USAID’s global technical leadership for micronutrients, and 3) support organizations working to prevent childhood blindness. The project is part of the Global Health Population & Nutrition Group (GHPN) at AED. GHPN manages a wide variety of international public health projects focusing on nutrition, family planning, reproductive health, health policy and capacity building.
 
Position Summary:  The Technical Director is the senior technical advisor to the project, ensuring that all project activities reflect the best available evidence. The Technical Director will develop and provide oversight to the budget and activities for the main thematic areas: Vitamin A Supplementation, Maternal and Child Anemia, Zinc, and other micronutrient areas as needed. S/he will provide technical support and guidance to the programmatic, monitoring and evaluation, and global leadership units primarily through translating technical information into guidance for field-relevant programs. S/he will capture and document program and technical information in a timely and focused manner for policy makers, academics, and programmers. S/he will work closely with the Country Operations Team and the Food Fortification Team to design and review country program implementation. S/he will support networks that ensure technical information flow among the country programs and to and from HQ, the Micronutrient Forum, and also global partners and others in the international nutrition community. The Technical Director will provide the Project Director with any technical support or information needed to respond to USAID or partner inquiries about scientific, policy, or program issues.
 
Essential Job Functions:   • Translate the technical performance and progress of the project into documents, guidance and other formats.
• Collate and disseminate technically accurate evidence-based recommendations and project experience and lessons learned for improving micronutrient programming.
• Participate as a member of the Project’s Senior Management Team.
• Lead the preparation of the technical components of A2Z’s annual workplans for global and country - level activities.
• In coordination with the Country Operations Team, provide technical leadership in the preparation of budgets related to A2Z’s annual workplans for global and country-level activities.
• Assure that the project strategic plan, annual work plans, country plans, and other formal reports incorporate the latest technical approaches and interventions.
• Lead the periodic reviews of A2Z’s annual workplan and provide technical guidance to HQ and field-office staff for the implementation of technical activities.

• As necessary, conceptualize and manage activities implemented by project partners including developing and managing scope of works, budgets, identifying appropriate technical staff, and ensuring successful completion of project activities.
• Share technical information among the staff of various country programs, Headquarters, and project partners so that state-of-the-art interventions are applied consistently across all project interventions.
• Together with the operations team, oversee the development and implementation of the technical/thematic budget, coordinate and guide the project’s technical specialists, including the country advisors and the communication and information specialist.
• Support the M&E unit and project partners to develop, implement, analyze, and report on data collected.
• Establish and maintain close and effective liaison with the staff of global partners, country programs, and Technical Advisory Group/s (to be convened as required), to ensure that the project is current on developments in research, policy, and programs and to ensure effective dissemination of project results and lessons learned.
• As needed, support the technical work of the Secretariat of the Micronutrient Forum.
• Support and promote the project’s activities to the international nutrition community (through the participation in and/or organization of conferences, workshops, and seminars, and through publications and presentations). Participate in and present at technical meetings and conferences on behalf of the project and USAID.
• Coordinate technical assistance to USAID to ensure adequate advocacy and support for proven micronutrient interventions, including the develop linkages with other maternal and child health interventions.
• Keep the project and USAID informed of current developments with international agencies, regional institutions, and key national organizations.
• Supervise project staff in the implementation of project activities.
• Perform other duties as requested by the Project Director.

Education:   Masters in one of the following or related fields: Epidemiology, Health, Nutrition and Public Health required. Doctorate OR MD preferred.
 
Experience:   10 year(s) of relevant experience required

Specific Knowledge Requirements:
At least 10 years demonstrated technical experience with international health and/or nutrition programs including micronutrient programs, and maternal and child nutrition.
Familiar with global efforts to control and prevent micronutrient deficiencies in diverse populations
Experience in designing and managing technical meetings and similar promotional/academic events in the area of international health and nutrition

 
Special Requirements:   This job will require a criminal background check.
 
Skills:   Strong communication skills in English essential with a proven ability to write technical material.
Excellent professional reputation and management history
Fluency in French, Spanish or other key language preferred

Supervisory Responsibilities:
Up to 10 people directly supervised.

Able to travel internationally up to 30% of time

Working Conditions including Travel and Overtime:
Normal office environment in Washington DC. Position requires on-site presence.
