Project Duration:   The duration of this project will be 10/01/2005 to 09/30/2010
 
Project Summary:  The USAID-funded A2Z Micronutrient and Child Blindness Project aims to: 1) address micronutrient deficiencies by providing technical assistance to strengthen country and regional programs; 2) enhance USAID’s global technical leadership for micronutrients, and 3) support organizations working to prevent childhood blindness. The project is part of the Global Health Population & Nutrition Group (GHPN) at AED. GHPN manages a wide variety of international public health projects focusing on nutrition, family planning, reproductive health, health policy and capacity building.
 
Position Summary:  The Project Operations Manager serves as a senior member of the Project’ Senior Management Team, providing leadership in developing management strategies and systems for achievement of all program objectives. The Manager oversees the project’s procurement, contracts and operations functions, working with the technical and program staff to ensure all project objectives and deliverables are achieved on time and on budget. The Project operates in a number of key countries including India, Cambodia, Philippines, Uganda, Tanzania and Sudan.
 
Essential Job Functions:   • Work with USAID/Washington, Missions, and Project Country Programs on all procurement, finance, and operations functions. Maintain a day-to-day understanding of all project components and their status, so as to serve as a point of contact for country-level project information.
• Facilitate frequent, open communication among the project’s partners to ensure harmonious and productive work relationships related to country programs.
• Direct the Program Unit, ensuring the strategic use of technical resources for the implementation of state-of-the-art program interventions in selected countries at the request of the field Missions, including daily management and strategic planning.
• Develop and track annual work plans; lead the development of annual budgets and manage development of proposals for Associate Awards as necessary.
• Serve as chief point of contact between the project and AED's Contracts and Human Resource Departments and GHPN's Business Manager.
• Oversee all project procurement activities. Ensure the prompt implementation of financial and contractual reviews and approvals for every project activity, and prompt review and payment of invoices.
• Assure that A2Z is in compliance with the most recent USAID and AED regulations and procedures regarding e.g., contracts, finances and travel. Provide guidance to staff, subcontractors and partners on contract and agreement compliance issues.
• Devise and implement a project-management information system to ensure that intra-project information gets to all project staff as needed and when needed.
• Oversee and ensure on-time project reporting (e.g., progress reports, pipelines) under the overall contract and for each contractual component of the project (Associate Awards, Field Support, etc.)
• Conduct periodic reviews of operations processes to identify opportunities for improvements.
• Help maintain staff performance, morale, and productivity by ensuring that systems are in place and functioning well.
• Guide and support the country offices, ensuring timely implementation and close-out of the interventions as agreed during the strategy and workplan development process and in compliance with the established policy and procedures.
• Oversee and serve as a resource to the Program Officers, ensuring that Program Officers carry out their assigned duties in a timely, efficient and smooth manner. Identify trouble spots and, working with the Program Officers, financial and technical managers, develop a specific course of action to improve the situation.
• Responsible to coordinate the annual inventory report for AED/Headquarters and field offices verifying that the items recorded under equipment code on AED's books are physically present at the site listed on the e-portfolio report or by noting where the item is as well as final disposition of the equipment as required by USAID.
• Active participation in the closeout of field offices making sure to follow the required AED & USAID procedures.

Education:   Bachelors in one of the following or related fields: Accounting, Business Administration, International Development, Management, Nutrition and Public Health required or equivalent combination of education and work experience. Masters preferred.
 
Experience:   7 year(s) of relevant experience required

Specific Knowledge Requirements:
At least 7 years in the implementation of international projects with attention to finance and management. Experience in health and nutrition programs preferred. Experience working with USAID and solid knowledge of USAID policies and contracting procedures preferred.

 
Skills:   Demonstrated high level management experience and ability to work as part of a multi-cultural team is essential. Ability to set priorities and adjust work as necessary, meet deadlines, able to multi-task, carefully proofs own work, strong programming and management skills coupled with enthusiasm for a highly dynamic programming environment preferred. Proven ability to write and communicate in English is essential.

Working Conditions including Travel and Overtime:
Normal working hours in an office environment in Washington DC. Possibility of international travel but of short duration.
