Project Summary:  The purpose of the President's Emergency Plan for AIDS Relief (PEPFAR)/New Partners Initiative (NPI) Grantee Capacity Building Program is to work with Round One, Two and Three NPI grantees in collaboration with US Government (USG) PEPFAR teams to (1) strengthen partners capacity to administer their PEPFAR agreements in accordance with USG and Agency policies and procedures, (2) improve the quality of services provided, and (3) develop indigenous capacity to address HIV/AIDS to promote the sustainability of host nations’ efforts.
 
Position Summary:  Based in Pretoria, South Africa the Monitoring and Evaluation (M&E) Technical Assistance Provider is responsible for giving monitoring and evaluation technical assistance for NPI Grantees in Botswana, Mozambique, Namibia, South Africa and Zambia. S/he will provide technical support to NPI grantees in the region to develop their overall capacity for data collection and analysis, use of evaluation tools and processes, and use of data for decision-making. In addition, s/he will support grantees to collect data for relevant PEPFAR indicators. The M&E TA Provider will also develop a strategy to disseminate findings, including best practices and lessons learned, to all stakeholders in and beyond the program.
 
Essential Job Functions:   • Working with NPI Program staff and partners to develop an integrated M&E plan for all grantees in the region.
• Developing and overseeing use of the monitoring system to track and report on grantee activities and results.
• Developing capacity and technical expertise of grantees and sub-grantees to undertake monitoring and evaluation activities and to use findings for effective decision-making, capacity development and performance improvement.
• Assisting grantees in the development of reports articulating program outcomes.
• Supporting grantees to identify opportunities and mechanisms for program improvement based on monitoring and evaluation findings.
• Assisting grantees to document and disseminate appropriate case studies, best practice and lessons learned.

Education:   Masters in one of the following or related fields: International Health and Other Job-related Field required or equivalent combination of education and work experience.
 
Experience:   7 year(s) of relevant experience required

Specific Knowledge Requirements:
• Experience with evaluating and reporting on results for PEPFAR or USAID funded projects.
• Experience in training and providing technical support in monitoring and evaluation methodologies and tools.
• Demonstrated technical expertise in monitoring and evaluation related to HIV/AIDS.
• A minimum of 3 years supporting the effective use of information and data for decision-making, planning and improvement of interventions or programs.
• Familiarity with PEPFAR indicators and reporting requirements—or demonstrated ability to quickly learn and master these.
• Strong familiarity with the basic concepts and approaches of “Performance Improvement” as a technical domain or willingness and demonstrated ability to learn and effectively apply them in the job.
• Strong knowledge and familiarity with marketing, communications and the use of innovative and creative media (e.g. internet, cell phones and other modern telecommunications technologies, interactive CD-roms, etc.)


 
Special Requirements:   This job will require a criminal background check.
 
Skills:   • Must be an excellent communicator (verbal and written) as the position requires technical assistance to build internal capacity of grantee organizations.
• Ability to convey results to non-technical stakeholders, generate interest in the use of M&E results and help grantee staff apply results to make programmatic improvements .
• Ability to work effectively in a highly collaborative team environment.
Must have strong analytical and organizational skills.
• Must be able to analyze complex information and statistical information.
• Strong English skills required, knowledge of South African language preferred.
