The duration of this project will be 07/01/2009 to 09/30/2011

 

Project Summary:  

The project is a five year program to improve the quality of primary education in Equatorial Guinea through a public-private partnership jointly funded by the government of Equatorial Guinea and Hess Corporation. The Academy for Educational Development (AED) works with the Ministry of Education, Science and Sport (MECD in Spanish) as the technical and administrative agent of the Program. The Program reaches almost 40% of primary school children through a national accelerated teacher development program serving over 1000 teachers, the improvement of teaching methodologies from 1st through 6th grade with new learning materials in 40 model primary schools nationwide and the institutional strengthening of the Ministry through modern education information systems for policy dialogue and decision making. The Program currently has a staff of 7 international and over 65 national team members in two sites: Malabo, the capital and Bata on the mainland.

 

Position Summary:  

Working under the direction of the Program Director, the Senior Field Manager will coordinate the development of the work plan, monitor its implementation and budget execution as well as support everyday activities of the Program. The Senior Program Manager will coordinate the development and review of all program reporting to Ministry of Education, donor and AED.

 

Essential Job Functions:  

• Coordinate preparation of the annual work plan and budget and monitor the day-to-day execution of the program based on the work plan
• Ensure that policies and procedures laid out in the PRODEGE Program Operations Manual are implemented and followed
• Prepare reports and presentations in Spanish and English for the Ministry of Education, donor and AED
• Ensure all reports and correspondence with the Ministry of Education are written in accordance with program policy and procedures, delivered according to schedule, and follow proper channels of communication
• Ensure that financial documentation is complete and accurate
• Coordinate scheduling of technical assistance, develop/review scopes of work, and follow Ministry procedures
• Oversee the implementation of the historical archives and database
• Overview the implementation of the database of program contacts
• Provide briefing to new international staff and consultants on local conditions and project policies.
• Oversees compliance with ethical and accountability standards.
• Manage Program when Program Director is out of country
• Other job related assignments

Education:  

Masters in one of the following or related fields: Business Administration, Development Management, Education Planning, International Business, International Development and Social Science required or equivalent combination of education and work experience.

 

Experience:  

10 year(s) of relevant experience required

Specific Knowledge Requirements:
At least 10 years of relevant experience required in management responsibilities on international development project, including operations, budget finance, staff supervision, and monitoring. Experience in Africa preferred.

 

Special Requirements:  

This job will require a criminal background check.

• Proficient computer user: MS Word, Excel, Powerpoint, Email, and Internet
• Native English and excellent Spanish communication skills (written and spoken) required
• Excellent analytical, oral, written, and interpersonal communication skills along with computer literacy
• Demonstrated professional writing and presentation skills

Additional Information:  

Supervisory Responsibilities:
Will assist Program Director in the supervision of PRODEGE team, particularly the area of operations and finance, overseeing the use of program resources and the execution of work plan

Equipment To Be Used:
Internet, computers, fax, telephone, etc.

Typical Physical Demands:
Demands of typical office setting as well as travel over rugged roads and by air to/from capital city.

Working Conditions including Travel and Overtime:
Requires international travel, living in malaria-infected area; only basic services available. This is a post with limited schooling and health facilities.
